How is it possible to migrate the funds to a new contract? Wouldn’t that mean Minswap devs can move the funds at any time to an any SC?

We don’t know exactly what that means yet…I’m waiting for something official but nonetheless this situation is not fun for anyone I’m sure.
How long it will take, minswap again fully function?
As far as I know , they used the vulnerability of v1 smart contract to their advantage and migrated all funds to v2 smart contract which is a brilliant move. Ideally this will be handled in different ways such as withdrawing the funds which will be the least least preferable way I would say. Bcoz of the nature of the vulnerability they were able to do this. But it won’t be possible in any normal scenario.
